hi my husband and i moved to costa rica about a year ago and although we are not Costa Rican we were able to get a mortgage. (although we had to prove that we were in the process of becoming residents) we used interfin bank and although they did ask for many many documents inorder to get approved for the loan - once we handed everything in we got out loan in about a months time. it is definitly not as easy as just getting a credit ration in the usa but it is doable. good luck!
